NinoGaming Online Casino Philippines: How the Market Is Licensed Now

The online casino Philippines market has one regulator, PAGCOR, and three very different parts: land-based casinos, locally licensed online play, and an offshore sector that no longer legally exists. Which part a site sits in decides what its licence means for you.

How the online casino Philippines market is split

PAGCOR’s charter, Presidential Decree 1869 as amended by Republic Act 9487, lets it operate casinos and license others to run them. In practice that splits the market into the groups in the table.

The EGLD describes its remit as local gaming that offers eCasino games, e-bingo, sports betting, online poker and numeric games. It regulates the onsite operations of PAGCOR-licensed gaming venues along with the online operation of their gaming platforms.

That wording matters. Under the EGLD model, a legal Philippine online casino is tied to a licensed venue, and the online platform is described as an adjunct service for that venue’s registered players.

What PAGCOR’s own revenue figures show

PAGCOR publishes quarterly industry data. The second quarter of 2026, April to June, is the latest release on its regulatory site.

Online play is now close to the land-based figure. PAGCOR said in March 2025 that e-games and e-bingo earned ₱154.51 billion in 2024, a 165% rise, while total industry revenue reached ₱410 billion, up 25% from ₱329 billion.

PAGCOR’s chairman linked part of that growth to lower fees. E-games licence fees had run at 50 to 55% of gross gaming revenue, and from 1 January 2025 they stand at 30%, a cut he said pulled unregistered operators into the regulated market.

How to check any online casino before you deposit

1. Open PAGCOR’s electronic gaming licensing page and find its lists of registered brands and domain names, both for accredited gaming system administrators and for licensed casinos. The PAGCOR license check walkthrough shows where they sit.
2. Match the domain character by character. A near-miss spelling is a different site.
3. If the site claims an offshore or internet gaming licence, stop. PAGCOR’s public notice says every such claim is fraudulent, because all internet gaming licences were cancelled effective 15 December 2024.
4. Check which studios the lobby carries. PAGCOR’s approved games list names suppliers such as Pocket Games Soft (PG Soft) and Evolution, and the game providers covered here are described from those studios’ own records.

Who may play, and who may not

PAGCOR’s responsible gaming page lists the people who are not allowed to enter, stay or play. It cites the PAGCOR charter and Malacañang Memorandum Circular 6 of 2016.

What changed after the offshore ban

President Marcos announced the ban on offshore gaming in his State of the Nation Address on 22 July 2024. Executive Order 74, signed on 5 November 2024, ordered every POGO and internet gaming licensee to cease operations on 31 December 2024 or earlier.

Land-based casinos in the same market
