NinoGaming on the PAGCOR App Question: Checking Any Casino App

Searches for “PAGCOR app” have climbed fast, and most of them come from one worry: is this casino app I found actually licensed? The short answer is that PAGCOR does not license apps as such. It accredits operators and publishes the brands, domains and URLs they have registered. An app is only as licensed as the address behind it.

What a PAGCOR app claim can and cannot mean

PAGCOR’s Electronic Gaming Licensing Department publishes registers of accredited Gaming System Administrators and licensed casinos. Their columns are brand, sub-brand, main domain, sub-domain and additional URL. There is no column for an app package or an app store listing.

Some operators register download addresses as URLs. On the 27 August 2026 GSA list, one operator’s rows include domains such as bingoplusandroid1.com and bingoplusios1.com. That is the kind of evidence a PAGCOR app claim can rest on: a registered address, not a badge.

How to check a PAGCOR app before installing

1. Before installing, find where the download comes from. Copy that URL.
2. If the app is already installed, note the web address it opens or links to, often shown in its settings, help or terms screen.
3. Open pagcor.ph/regulatory/cegs.php and download the current GSA and licensed casino brands and domains lists.
4. Search both PDFs for the exact domain.
5. If it is missing, uninstall before you deposit.

Android APKs and iOS

On Android, an app installed from outside Google Play means allowing installs from an unknown source, which removes a layer of checking. On iOS, apps normally come from the App Store. Neither route tells you anything about a PAGCOR license.

E-wallet links are not an app license either

BSP Memorandum M-2025-029, issued in August 2025, told BSP-supervised institutions to remove links providing in-app gambling access from their mobile payment apps and websites within 48 hours. Red flags to watch for

1. The app was sent to you as a file through a chat app or social media message, with no web address you can check.
2. The download domain is not on PAGCOR’s current brands and domains lists.
3. The app shows a PAGCOR certificate or seal but no domain.
4. The app claims an offshore or internet gaming PAGCOR license. PAGCOR cancelled all of those effective 15 December 2024.
5. The app asks for a deposit before showing any operator name you can search on pagcor.ph.
