NinoGaming Explains PAGCOR License Online Gaming After the Offshore Ban

Until the end of 2024, “PAGCOR license online gaming” could mean two very different things: offshore licenses for operators serving players abroad, and domestic licenses for players in the Philippines. Only the second survives. This page explains how the domestic system works, who may play, and what changed for payments.

How PAGCOR license online gaming works now

Executive Order 74, signed on 5 November 2024, banned offshore and internet gaming operations. PAGCOR states that all Internet Gaming Licensees and Authorized Providers were cancelled effective 15 December 2024.

What remains for domestic online play sits with PAGCOR’s Electronic Gaming Licensing Department (EGLD):

1. Gaming System Administrators (GSAs) are accredited by PAGCOR to provide an electronic gaming service and its suite of games. Each registers one main brand, up to 6 sub-brands, and its domains.
2. Licensed integrated-resort casinos with online platforms register their own brands and domains on a separate list.
3. Both lists are published at pagcor.ph/regulatory/cegs.php, and PAGCOR’s 4 September 2025 memorandum says unlisted domains are reported to the DICT for blocking.

The eight PAGCOR game categories

EGLD issues gaming licenses per game category. A GSA’s row on the list shows which categories it is accredited for.

A brand accredited only for sports betting is not accredited for slots. Match the category to what the site is actually offering you.

Who may play

PAGCOR’s Responsible Gaming Code of Practice, citing PD 1869 as amended by RA 9487, bars these people from playing:

1. Anyone under 21 years of age, and students of any school, college or university in the Philippines.
2. Government officials connected directly with the operation of the government or its agencies.
3. Members of the Armed Forces of the Philippines and the Philippine National Police.
4. Anyone listed in PAGCOR’s National Database of Restricted Persons, which includes people under an exclusion order.

Payments changed in August 2025

On 14 August 2025 the Monetary Board, in Resolution 805, approved suspending in-app gambling access in the mobile payment apps and websites of BSP-supervised institutions. BSP Memorandum M-2025-029 then told those institutions to remove links providing in-app gambling access within 48 hours.

The memorandum defines in-app gambling access as any product or service that redirects an account holder to a gaming site. So e-wallet shortcuts to casino lobbies were ordered removed, whoever the casino. The BSP’s own issuances page carries any later policy, so check it for the current position. Red flags to watch for

1. The site claims an offshore, POGO or “internet gaming” PAGCOR license. All were cancelled effective 15 December 2024.
2. The exact domain in your address bar is missing from PAGCOR’s GSA and licensed casino lists, even though the brand name appears.
3. The site offers a game category its GSA is not accredited for, such as sports betting from a slots-only brand.
4. Nobody asks your age. PAGCOR’s rules bar players under 21.
5. The site shows a PAGCOR certificate image instead of a domain you can check. PAGCOR has warned about fabricated license certificates using its logo.

Verdict

PAGCOR license online gaming is narrower than it was before 2025, and easier to check. Every legitimate domestic online brand has a domain on a published PAGCOR list, and the check takes one PDF search.
