NinoGaming PAGCOR License List: Eight Registers Explained

Search for a PAGCOR license list and you will find several documents, not one. PAGCOR’s Electronic Gaming Licensing Department (EGLD) publishes separate registers for online brands, land-based venues, approved games, affiliates and service providers. Each answers a different question. Reading the wrong one can make a real site look fake, or a fake one look real.

The dates below are the “as of” dates printed on each document when this page was written on 21 September 2026. PAGCOR updates them, so always download a fresh copy.

1. PAGCOR Guarantee gateway

PAGCOR launched this gateway on 18 June 2025, describing it as a regularly updated list of licensed internet gaming platforms under its oversight. The page is headed “PAGCOR-Authorized Online Gaming Websites” and filters by category, including electronic casino games, electronic bingo, sports betting, online poker and licensed casinos.

It is the friendliest starting point. It shows one entry per platform, though, and the PDFs below carry every sub-brand and extra domain, so use it as a first look rather than the final answer.

2. Gaming System Administrators and registered brands and domains

This is the register that answers most questions about online casinos. The PDF, titled List of PAGCOR-Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs, ran to 14 pages on 27 August 2026.

Each row names the GSA, its game offerings, one main brand, up to 6 sub-brands, a main domain, sub-domains and additional URLs. That structure is why the PAGCOR license check method tell you to search for the exact domain rather than the brand.

3. Registered brands and domains of licensed casinos

Integrated resorts with an online platform have a separate, shorter list. The 27 August 2026 edition ran to 3 pages and included platforms such as Midori Online, Solaire Online, D’Heights Online and Winford.

If a site presents itself as the online arm of a resort casino, this is the PAGCOR list to check.

4. Licensees for gaming venue operations

This PAGCOR list covers operators of domestic land-based gaming venues, dated 31 August 2026 when checked. It carries its own caution: the entities on it are licensed for land-based venues and are “not licensed to operate offshore gaming operations or POGO.”

5. EGLD-approved electronic games lists

PAGCOR publishes one approved-games PDF per studio or supplier. The Pocket Games Soft (PG Soft) list dated 19 May 2026 has 162 rows, each with a game offering, game name, game ID and version, and game type.

These approve content for use by PAGCOR licensees. They are not operator licenses, which the PAGCOR license games page explains in full.

6. PAGCOR-accredited gaming affiliates

Despite the name, this is not a list of affiliate websites. The 27 August 2026 edition has two sections: game content providers and game aggregators, each with the game offerings they are accredited for.

It helps when a casino names a supplier and you want to know whether PAGCOR has accredited that supplier.

7. PAGCOR-accredited support service providers

This one-page list, dated 27 August 2026, groups providers into five sections: customer service, payment gateway and payment channel, marketing and promotional services, KYC and membership systems, and independent game testing. GLI Asia Limited Philippine Branch is the listed testing laboratory.

Several entries carry a PAGCOR remark that they have yet to commence.

8. Legacy offshore and internet gaming licensee lists

Older PDFs listing Philippine Offshore Gaming Operators and Internet Gaming Licensees are still findable online. They are history. PAGCOR states that all Internet Gaming Licensees and Authorized Providers were cancelled effective 15 December 2024, following Executive Order 74.

A site quoting one of these licenses today is quoting a cancelled one.

How to use the PAGCOR license list

1. Checking an online casino or betting site: start with register 1, then confirm the exact domain in register 2 or 3.
2. Checking a physical venue: use register 4.
3. Checking a game title: use the studio’s file in register 5.
4. Checking a claim of “offshore PAGCOR license”: register 8 tells you it has been cancelled.
