NinoGaming on the PAGCOR License: Who Holds One and What It Proves

A PAGCOR license is the permission the Philippine Amusement and Gaming Corporation gives an operator to run games of chance. It sits with the casino or platform, never with the studio that made the slot you are spinning. This page explains what the license is, who holds one, what it proves to a player, and which official PAGCOR list answers each question.

Everything below is sourced to pagcor.ph, the Official Gazette or the statutes, so you can follow each point back to the regulator.

What a PAGCOR license is

PAGCOR was created by presidential decree and consolidated under PD 1869, the PAGCOR Charter. Its corporate profile gives it a three-pronged mandate:

1. Regulate, operate, authorize and license games of chance, games of cards and games of numbers.
2. Generate revenue for government socio-civic and national development programmes.
3. Help promote Philippine tourism.

It is a 100% government-owned and controlled corporation under the Office of the President. It is also unusual among regulators: it both licenses private operators and runs its own casinos under the Casino Filipino brand.

RA 9487, approved on 20 June 2007, extended PAGCOR’s franchise for 25 years from 11 July 2008, renewable for another 25. The same law set limits. Jai-alai is excluded, and PAGCOR’s reach does not extend to games authorised under special laws such as RA 7922, the Cagayan Special Economic Zone Act of 1995, or to cockfighting licensed by local government units.

So a PAGCOR license is a specific thing. It is not a general Philippine gambling permit, and it is not the only licensing route in the country.

Who holds a PAGCOR license: operators, not studios

PAGCOR’s Electronic Gaming Licensing Department (EGLD) issues gaming licenses in eight categories: traditional bingo, electronic bingo, electronic casino (eCasino) games, sports betting, specialty games, online poker, numeric games, and “other suite of games” PAGCOR may allow later.

Most online brands on PAGCOR’s lists sit under a Gaming System Administrator (GSA), the entity PAGCOR accredits to provide the electronic gaming service and its suite of games. Each GSA registers its brands and domains, and PAGCOR publishes them.

Game studios are a different category. PAGCOR publishes EGLD approved-games lists for them, which approve game content for use by licensed operators.

The studios hold their own licenses elsewhere. PG Soft’s studio licenses include Malta Gaming Authority license MGA/B2B/435/2017, and Evolution’s regulator record includes MGA/CRP/187/2010. The detail of how game approval works is on the PAGCOR license games page.

What a PAGCOR license does and does not guarantee

A license tells you the operator went through PAGCOR’s accreditation. It tells you much less about the experience of playing there.

That last row catches most people. A game can sit on PAGCOR’s approved list and still be offered by a casino that holds no PAGCOR license at all.

How to run a PAGCOR license check

This is the short version. The step-by-step PAGCOR license check has the detail and the common errors.

1. Copy the exact domain from your browser’s address bar, including any subdomain.
2. Open PAGCOR’s EGLD page and download the current GSA brands and domains list and the licensed casinos list.
3. Search each PDF for the domain, not the brand name. Copycat sites reuse names; they cannot reuse a registered domain.
4. Note the “as of” date on the list. PAGCOR’s 4 September 2025 memorandum says domains missing from the final lists are reported to the DICT for blocking.
5. If the domain is missing, treat any PAGCOR logo on the site as unproven and do not deposit.

Offshore licenses ended in 2024

Executive Order 74, signed on 5 November 2024, banned Philippine offshore gaming and internet gaming operations. PAGCOR’s offshore page states that all Internet Gaming Licensees and Authorized Providers were cancelled effective 15 December 2024.
