A PAGCOR license check needs nothing but a browser and a PDF reader. You are not checking the brand. You are checking the exact domain in your address bar against the lists PAGCOR itself publishes.

Before you start

1. Close any link you reached from a social media message or an ad, and type the address yourself.
2. Ignore certificate images on the site. PAGCOR has warned about websites using its logo and fabricated license certificates.
3. Know which kind of site you are checking. Online brands sit on the GSA and licensed casino lists; land-based venues sit on a separate venue list. The PAGCOR license list page explains all eight.

Step by step

1. Copy the exact domain. Take the full host name from the address bar, including any subdomain. The brand name in a logo proves nothing.
2. Open PAGCOR’s EGLD page. Go to pagcor.ph/regulatory/cegs.php. Download the List of PAGCOR-Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs, and the List of Registered Brands and Domain Names/URLs of Licensed Casinos.
3. Search each PDF for the domain. Match it exactly. Each GSA row lists a main brand, sub-brands, a main domain, sub-domains and additional URLs, so a brand can legitimately run several addresses.
4. Read the list’s date. When this page was written, both lists were dated 27 August 2026. Use whatever is newest on the EGLD page.
5. Act on the result. Found means the domain is registered. Not found means the PAGCOR claim is unproven.

A second check is optional. PAGCOR’s gateway at pagcorguarantee.ph, launched on 18 June 2025, lists authorised online gaming websites by category. It is shorter than the PDFs, which also carry every sub-domain and extra URL, so use the PDFs as the final word.

What a PAGCOR license check result means

A registered domain answers one question only: PAGCOR has accepted this address for this operator. It does not tell you how fast withdrawals are or whether bonus terms are fair. The legit online casino checklist covers those.

An unregistered domain is a stronger signal. PAGCOR’s 4 September 2025 memorandum to GSAs and licensees says previously registered brands and domains not found in the final lists are reported to the Department of Information and Communications Technology (DICT) for blocking.
