How land based casino Philippines venues are licensed

PAGCOR publishes a separate casino regulatory manual for each group of licensees: Entertainment City, Clark, Fiesta casinos and the Greenfield Zone, plus a general manual for licensed land-based casinos. Its own casinos trade as Casino Filipino.

The figures are from PAGCOR’s industry data for April to June 2026, based on PAGCOR records as submitted to the GCG. PAGCOR-operated casinos now make up a small share of land-based revenue.

Executive Order 74 excludes games of chance in PAGCOR-operated casinos, licensed casinos and integrated resorts with junket agreements from its definition of offshore gaming. The POGO ban Philippines dates and scope cover what it did ban.

Who is refused entry

PAGCOR lists five groups who may not enter, stay or play, under its charter and Malacañang Memorandum Circular 6 of 2016.

1. Government officials and employees connected directly with the operation of the government or its agencies
2. Members of the Armed Forces of the Philippines and the Philippine National Police
3. Persons under 21 years of age
4. Persons in the National Database of Restricted Persons
5. Gaming Employment License holders

The fourth group is the restricted-persons database. PAGCOR applies its exclusion orders across every site it licenses or operates.

Exclusion carries from the venue to the phone

PAGCOR’s self-exclusion runs for 6 months, 1 year or 5 years, and the first 6 months cannot be revoked. Family exclusion, requested by a spouse, child or parent, runs for 6 months, 1 year or 3 years.

Choosing between a venue and a site
